Project Description:

Overview
I volunteer with an NGO in Japan that wants to gather signatures on the Internet in support of a project in Japan.
We need an experienced Flash programmer to create an interactive map and counter that will display information about the signatures gathered. The information to be displayed will be accessed from our servers.
The functionality we require will be very similar to that shown here on the GetUp organization's web site (http://www.getup.org.au/campaign.asp?campaign_id=51) when you click the "View the map" link.

Basic Functionality
The map (see attached for a sample map of the actual prefecture in Japan) will be overlaid with an invisible grid. Each point on the grid represents latitude and longitude. The dots on the map represent postal codes where one or more people have added their signatures.
The following information about postal codes will be stored on our server databases:
- postal code (key)
- name of postal area
- latitude and longitude
- number of signatures gathered

This information, along with the total signature count, can be provided from our servers. The map needs to be updated in real time or at least give the appearance of that. Having the counter rotate is a very attractive feature of this display so perhaps when the map initially displays the counter may start rolling over at a preset number below the actual total count. Perhaps the speed of the counter could be set to not reach the actual total for a minute or two and within that interval, the Flash code could update the total from our servers.

Important other features of the interactive map are listed below.

Expanding postal code dots
The expanding postal code dots as shown on the getup.org site listed above should be created and should display as they do on that site; i.e., random selection of dots and similar timing of the glow and fade. If random selection is difficult in Flash, this information could come from our servers.

Invite Friends to Join Panel
This panel should be available and appear once automatically as it does on GetUp and also be available from a button. There should be simple email validation to ensure that the email addresses entered are well-formed and an appropriate message display if they are not. After validation, the information entered should be sent to our servers and a simple thank you message panel displayed over the Flash map.

Add me to the Map
This button will simply be a link to a separate web page that I will provide. This page will have an input form. I will handle all validation. After validation, I will pass back to the page showing the Flash map and will pass the additional information - e.g., as a parameter to Flash - of the latitude and longitude of the postal code of the signature just entered. You should display a little "You" banner over the appropriate spot on the map.

That's the main points.

Please give me an idea of time required and cost.

Newly added descriptions:

I have simplified this project and added detailed descriptions and sample files. I think this will answer the various questions I have been asked.
Please take a look at the uploaded zip file and if you are interested, update your bid. Thanks.
