Take a look at this and other freelancer websites to get an idea of what we want. Feel free to message me for more information. Please include references of similar programming work that you have done. I am open to this project being developed in any of the major programming languages and development platforms (PHP, C# ASP.NET, Ruby on Rails, etc.) There will be several more future projects related to this one, and successful completion of this project would likely guarantee more work in the coming months.
